How to Accept Facebook Lead Generation Terms of Service

Ever tried to launch a Facebook Lead Ad only to be stopped by a notification that you haven't accepted the Lead Generation Terms of Service? It's a common roadblock that can halt a promising campaign before it ever gets started. This guide will walk you through exactly how to find and accept those terms, troubleshoot common issues, and get your ads up and running without any unnecessary headaches.

Why Does Facebook Make You Accept These Terms?

Before jumping into the "how," it's helpful to understand the "why." Facebook's Lead Generation Terms of Service aren't just a random box to check, they're a binding agreement about how you'll handle user data. When someone fills out your lead form, they're trusting you with personal information like their name, email, and phone number. These terms exist to protect that user and to keep both you and Meta (Facebook's parent company) compliant with global data privacy laws like GDPR and CCPA.

Essentially, by accepting the terms, you're promising to:

  • Handle Data Responsibly: You agree not to sell or misuse the lead data you collect. The information is for your business use only, as stated in your ad.
  • Respect User Privacy: You need to have a clear and accurate privacy policy linked in your lead form, telling users how you'll use their information.
  • Follow the Law: You agree to comply with all applicable laws and regulations concerning data collection and usage in your region.

Forgetting or failing to accept these terms has a very direct consequence: your lead ads simply won't run. Facebook will prevent your campaigns from launching until the terms are accepted for the specific Facebook Page you're advertising from. It's a hard stop, so taking care of this simple step is non-negotiable.

Who Needs to Accept the Lead Ad Terms?

This is an important detail that trips a lot of people up: only an Admin of the Facebook Page can accept the Lead Ad Terms of Service. If you are an Editor, Moderator, Analyst, or have a custom role, you won't see the option to accept the terms. The button will likely be greyed out or just not appear at all.

The good news? This is a one-time-per-page action. Once any Admin on the page accepts the terms, they are accepted for everyone running ads on behalf of that page. You don't need every member of your team to do it. So, if you manage a page with multiple team members, the first person with Admin access to create a lead ad campaign can clear this hurdle for the entire team.

How to Accept the Terms of Service: The Step-by-Step Guide

There are two main ways to accept the terms: directly within the Ads Manager while creating a campaign (the most common method) or proactively through your Meta Business Suite settings. We'll cover both.

Method 1: Accepting ToS During Lead Ad Creation (The Standard Way)

This is the scenario most marketers encounter. You're building your campaign and Facebook stops you right before you create your form. Here's exactly what to do.

  1. Navigate to Meta Ads Manager: Head to your Ads Manager dashboard. Click the green "+ Create" button to start a new campaign.
  2. Choose the 'Leads' Objective: When prompted to choose a campaign objective, select "Leads." Click "Continue."
  3. Set Up Your Campaign and Ad Set: Go through the usual process of naming your campaign and ad set. At the ad set level, under the "Conversion location" section, make sure you choose "Instant Forms." This is the setting that triggers the lead form creation process.
  4. Go to the Ad Level: After configuring your ad set budget, audience, and placements, proceed to the Ad level. This is where you'll design your ad creative (image/video and text).
  5. Find the "Instant Form" Section: Scroll down past the creative and tracking sections until you see the "Instant Form" box. Here, you'll either select an existing form or click "Create form."
  6. Trigger the Terms of Service Prompt: If your page has not yet accepted the terms, this is where you'll see a notice. It's usually a yellow bubble or highlighted text that says, "You must accept Facebook's Lead Ad Terms of Service for this Page to create a lead ad." There will be a link that says "View Terms". Click it.
  7. Accept the Terms: A pop-up window will appear displaying the official legal terms. You can read through them, and once you're ready, click the blue "Accept" button. Once clicked, the notification message in Ads Manager should disappear, and you can proceed with building your lead form.

That's it! Once accepted, you shouldn't have to do it again for this particular Facebook Page.

Method 2: Accepting ToS Manually via Meta Business Suite (The Proactive Way)

What if you want to get this out of the way before you even start building an ad? Or perhaps a team member is setting up the ad, but you're the only Admin who can accept the terms. You can accept them proactively without going through the full ad creation process.

  1. Go to Your Meta Business Suite: Make sure you are logged in to the account with Admin access to the relevant Facebook Page.
  2. Navigate to "All Tools": On the left-hand navigation menu, click "All tools." This will expand a large menu of different features.
  3. Find "Instant Forms": In the "Advertise" column, you'll see an option for "Instant Forms." Click on it.
  4. Look for the ToS Prompt: This will take you to your Forms Library for the page. If the terms haven't been accepted, you'll usually see a prominent banner or notification at the top of the page prompting you to review and accept the Lead Gen Terms of Service. Click the accompanying link.
  5. Accept the Terms: Just like in the first method, a pop-up with the legal terms will appear. Review them and click "Accept." Now you're all set, and anyone on your team can create lead ads for this page moving forward.

Common Problems &, Troubleshooting Tips

Even though it's a simple process, things can occasionally go wrong. Here are some of the most common issues and how to fix them.

Problem: The "Accept" button is greyed out.

This is probably the most frequent issue people face. If you can see the button but can't click it, try these solutions:

  • Check Your Page Role: As mentioned before, you must be an Admin on the Facebook Page. An editor or other role won't work. To check, go to your Page ->, Settings ->, New Pages Experience ->, Page Access. Make sure your name is listed with "full control."
  • Try a Different Browser or Incognito Mode: Sometimes, browser extensions or cache issues can interfere with Facebook's interface. Try logging into Ads Manager in a private/incognito window or use a different browser altogether (e.g., switch from Chrome to Firefox).
  • Slow Down: Some users report that you actually need to scroll through the ToS pop-up before the "Accept" button becomes clickable. Open the link, scroll to the bottom, wait a beat, and then see if it becomes an active button.

Problem: I don't see the option to accept the terms at all.

If you get to the form creation step and there's no prompt, one of two things is likely happening:

  • Someone Already Accepted Them: The most likely reason is that another admin on your team has already accepted the terms at some point in the past. It's a silent success!
  • You Aren't Using Instant Forms: Double-check your Ad Set settings. The prompt only appears if your "Conversion location" is set to "Instant Forms." If you've selected "Website" or another option, you won't be required to accept these specific terms.

Problem: I accepted the terms, but my ad is still giving me an error.

Frustrating, but fixable! Here's what to check:

  • Give It a Minute: Sometimes there's a slight delay between accepting the terms and Facebook's system recognizing the change. Refresh your Ads Manager page. If that doesn't work, save your work as a draft, close the window, and come back in 5-10 minutes.
  • The Admin Left: Did the person who originally accepted the terms leave the company and get removed as a page admin? Some business accounts have bugs where the terms need to be re-accepted by a current admin. If you suspect this is the case, try running through the acceptance process again.
  • Look for Other Issues: The notice about the ToS might have just been one of several errors. After accepting, go through your ad creative, text, audience, and lead form to ensure you aren't violating any other Facebook Ad Policies. The ToS error might disappear, only to reveal another underlying issue.
